The Secretary of State acts as the Commissioner of Combative Sports and appoints an advisory board (NDCC ch. 53-01). The Commission of Combative Sports is made up of 9 members who serve 3-year terms. The commission is responsible for regulating professional combat sports including boxing, kickboxing and mixed martial arts competitions and presides over amateur contests, upon request.

All boxing, kickboxing, mixed fighting style competitions, or sparring exhibitions held in North Dakota must comply with city ordinances , in addition to NDCC and North Dakota Administrative Code (NDAC) requirements.
- The Office of the Secretary of State does not regulate tribal events.
- All boxing or sparring exhibitions conducted by bona fide educational institutions or by national amateur boxing associations or their local affiliates are exempt from chapter 53-01.
- Boxing, kickboxing, or sparring exhibitions may not be held in cities where ordinances make these contests or exhibition illegal.
- Combative Sports Commissioner – North Dakota Secretary of State, responsible for the sanctioning of combative sports in North Dakota.
- Commission Member – One of nine persons delegated by the Commissioner to assist and advise in the administration of events.
- Director – Lead commissioner assigned to collaborate with all parties in preparation for an event, and is responsible for directing events, procedures, and communication with Promoter and Commission Members.
- NDSOS Staff – Responsible for coordination of licensing with promoter, contestants, and licensees; will address general queries, manage records, and support preparation and carrying out of the event.
- Promoter – Responsible for the coordination of the event venue, contestants, and licensees and all communication with the NDSOS. Additional responsibilities of the Promoter are detailed under the Procedures section of this document.
- Contestant – Individual fighting in contest or match. Additional responsibilities of the Contestant are detailed in the Contestant Operating Procedure document.
- Non-Contestant Licensee – In addition to the promoter and contestant, the role of Cornerperson/Second, Judge, Knockdown Counter, Manager, Matchmaker, Physician, Referee, or Timekeeper that play a role at the event and have at least one year of verifiable experience and proficiency in either amateur or professional combative fight style competition.
Payment and Refunds
Licenses may be paid by cash, check, or credit card (Visa, MasterCard, Discover, or American Express).
Credit card payments must be processed by phone or via Secure File Transfer.&
The Secretary of State issues refunds under limited circumstances, including system and administrative errors.

Licensing & Other Event Forms
Licenses are issued for a calendar year beginning January 1 and ending December 31. When applying for a license, the applicant shall sign the application affirming the information provided is correct.
Credit card authorizations, application forms with social security numbers, and other protected health information must be submitted through a Secure File Transfer process. Secretary of State staff will provide an email with a special link to return applicable documents through the secure portal.

Appeals
NDAC 72-02.2-01.1-27. Appeal from actions of the commissioner or commission. An applicant or licensee may appeal any action of the commissioner or commission under this chapter in denying, suspending, refusing to renew, or revoking a license. The appeal must be performed in accordance with the provisions of NDCC ch. 28-32.
